  • 2 tbsp tomato paste
  • 1 tsp chili powder
  • 1 tsp ground cumin
  • 1 tsp smoked paprika
  • ½ tsp black pepper
  • 1 tsp salt (or to taste)
  • 1 tbsp olive oil
  • 68 large flour tortillas (10-inch)
  • 2 cups shredded mozzarella (or Monterey Jack)
  • 1 cup shredded cheddar
  • ½ cup fresh parsley (or cilantro), chopped
  • 2 tbsp unsalted butter
  • 2 tbsp all-purpose flour
  • 2 cups whole milk
  • ½ tsp garlic powder
  • ½ tsp black pepper
  • ½ tsp salt
  • ½ cup grated Parmesan

Instructions

  1. Prepare the Beef Filling: Heat olive oil in a skillet over medium heat. Add onion and bell pepper, cook 3–4 minutes until softened. Stir in garlic and cook for 1 minute. Add ground beef, breaking it apart, and cook until browned. Mix in tomato paste, tomato sauce, and seasonings (chili powder, cumin, paprika, salt, pepper). Simmer on low for 10 minutes, stirring occasionally.
  2. Make the Cream Sauce: In a saucepan, melt butter over medium heat. Whisk in flour, cooking for 1 minute. Gradually add milk, whisking until smooth and thickened. Stir in Parmesan, garlic powder, salt, and pepper. Remove from heat.
  3. Assemble the Tortilla Pie: Preheat oven to 375°F (190°C). Grease a round baking dish or springform pan. Place a tortilla at the bottom, spread beef mixture, sprinkle cheese, then repeat layers (tortilla → beef → cheese). Finish with a tortilla on top, cover with remaining cheese.
  4. Bake: Bake uncovered for 25–30 minutes, until golden and bubbling. Let rest for 10 minutes before slicing.
  5. Serve: Drizzle warm cream sauce over each slice. Garnish with fresh parsley or cilantro.
